Why broadband is cheaper than mobile data?

Mobility is an important factor that Mobile broadband provides. You can access the network anywhere whether at home, in a bus, or in a restaurant or basement garage. For providing this mobility the operators have to enable all their 2G towers with systems that make it 3G or 4G enabled. This costs hefty money. The wired broadband connections on the other hand, just fix the cable once. Their network set up is lesser. They just need to pull cables from their distribution points or need to add a router. This is one reason, why mobile internet is costlier than wired.
